Old and busted... new hotness

Okay so because I hate to bore you (and I know I do) I'm not going to basically give you the opening post and really just an over view of what my idea is.
Like Tim's old RP “Unstable World” it's going to be about a god who had the power to create the world the whole universe but because of some type of force even he can't brake he can not directly interfere with it's day to day happenings. Do to his limitations there are those who have stopped fearing his power and those who have all together stopped believing in him. They are met with opposition by those who still do but they are lessening in numbers. Many years pass and those who still worship this god are now only make up I would say about ten percent of the whole world and I would only say less then half even say he exists. Since there is no fear of divine punishment anymore, something that has kept the world out of chaos, the world has fallen into disarray. War is spreading between races and belief of old darker powers who would rather see all good gone are on the rise.
The god seeing and knowing this still can not force his will upon the people and with so few who still follow him he can do nothing so he grieves for his dieing world. One day though he got an idea, Since there is nothing he can say or do to his own people why doesn't he make copies of people from other worlds. Memories and all and tell these copies that he'd send them home if he follow his instructions and return his world to order by restoring belief and by doing good deeds in his name. They of course wont know they are copies.
Now here are some answers to some question I think you may be asking yourself.
Q: Why not just make champions out of people who are already exist or just make powerful champions.
A: To speak directly to his own people would be to directly influence them. Also many of those who still worship him probably still do because there weak and possible afraid of the chaos. AKA not good hero material. Also to just start making champions who's only duty in life is to spread his word and destroy anyone who tries to oppose him is also a form of direct interference.
Q: Okay fine but why is making copies and putting them out into the world not directly interfering and why can he talk to the copies.
A: Since he did not make the people or change them in any way he's not making champions really. They can still say F*** you and not do what he says. He can talk to them because they are not of this world there for they are a gray area when it comes to influence by his own word. He can't control them but can say “Hey if you don't do what I say you're never getting home. Also as a god he's allowed to contact people he wishes to be his champions and if they except then they will (almost) always be in contact.
Q: Okay, but why clones/copies.
A: To take people from there world would be to directly interfere in another world. Something no god can do.
Q: Why not make a copies of an all powerful being from another world.
A: He must be careful on how powerful these people are. They must be able to fail or die by numerous means and causes. If they can not then he's influencing too much and thus unable to make a copy of said person or thing.
Any questions just ask, any loop holes you see tell me and I will fill, any suggestion please say and like always tell me if you're in or out. I just see this as a way to get us all in an RP from the start.
